INDR finds International Hydropower Association Protocol Unacceptable
INDR President Ted Downing appointed and chaired a blue ribbon panel of forced displacement experts to review the draft protocol of the International Hydropower Association (IHA). This protocol is proposed to be used to assess the sustainability of future hydropower projects.  The Panel members -  Michael Cernea, Thayer Scudder, Shi Guoquig, Carmen Garcia-Downing, Susanna Price, Barbara Rose Johnson, Anthony Oliver-Smith, Scott Robinson, Susan Tamondong, Kai Schmidt-Soltau, and Inga-Lill Aronsson - found significant shortcomings and technical errors in the proposed protocol.  So severe were these shortcomings, omissions and errors that any hydropower project using them, as they currently stand, would be unacceptable by international forced displacement standards.
